With Level 5 restrictions now impacting businesses across the South East Queensland region, the Queensland Water Commission (QWC) has partnered with Commerce Queensland to establish a register for all businesses seeking registration as a Water Efficient Operator (WEO).

Who is required to be trained and registered?

Currently, the following business types are required to meet a restriction requirement to be trained and registered:

  • Mobile car washing and detailing
  • Dog washing and grooming businesses
  • External cleaners (such as building washers)

The QWC site provides water effiency guidelines, designed by a process of consultation between the Queensland Water Commission and the respective associations.

The Registration Process

Successfully registering as a Water Efficient Operator is a five step process.

Step 1: Each business must nominate a person to participate in the training and represent their business. Businesses must contact a training provider to notify of their intention to train. Each business must provide their ABN as proof of their operation as a registered business.

The training organisation will be required to download and complete a form for each training session, submitting the details of each attendee. This form is available to download as a Microsoft Excel document (.xls). Successful completion of the form requires the following details for each trainee who has attended a training session:

  • The name of the training provider providing the training
  • The date on which the Trainee was trained by the training provider
  • Trainee's first name
  • Trainee's middle initial
  • Trainee's surname
  • The business name the trainee works for
  • Name of the nominating authority within the business
  • The ABN of the business
  • The physical street address of the business
  • The postal address where the registration documentation is to be sent
  • The phone number of the trainee/business
  • The email address of the trainee/business
  • The total number of other operators within the business whom the trainee will be responsible for training

Step 2: Businesses must provide all of these details to the training provider prior to any business representative attending the training. Submitting these details in the form to Commerce Queensland is the responsibility of the training organisation. Once completed, this form should be emailed to weo@commerceqld.com.au.

Step 3: Upon receipt of both the completed form (from the training organisation) and the $66 (including GST) registration payment the following will be issued:

  • A Certificate of Registration for the business as a Water Efficient Operator
  • A plastic registration card (wallet sized) identifying the name of the trainee, the business name, and a registration number
  • A WEO sticker for the vehicle/business
  • A tax receipt

An additional $22 (including GST) should be paid for each person independently operating a set of equipment. Upon receipt of $22 per individual, the following will be issued:

  • A plastic registration card (wallet sized) identifying the trainer's name, the business name and a registration number
  • A WEO sticker for the vehicle/business
  • A tax receipt

Once your payment has been processed it will be dispatched to you via post.

Step 4: It will be the responsibility of individual businesses to keep a list of operators trained by the trainee for their business. Any contractors working for other businesses are required to ensure that they fulfil the restriction requirements for their own ABN-registered business.

Step 5: Commerce Queensland will publish a list of businesses that have been registered under this process as well as the number of operators working for that business.

Water restriction enforcement

Local Councils are responsible for enforcing Level 5 water restrictions. Commerce Queensland acts solely as a registrar and is not responsible for any enforcement of restrictions.
